Flood disaster management has not been optimally implemented in every region or part of a country’s administrative area. Flood disaster management has so far been carried out in a partial scientific manner; in other words, it examines flood disaster management from one scientific perspective so that one part is resolved. Still, another part is neglected, resulting in the community being the leading actors in flood disaster management and not obtaining adequate knowledge, understanding, and skills. Good knowledge and understanding of flood hazards and risks are key to community adaptation in the face of floods. Good adaptation will create good resilience, thereby minimizing flood hazards and risks.
